On the basis of a court decision of January 3, 1997, alimony with his father in the amount of 280 rubles was withheld from Maksimov. Six months later, the defendant disappeared, and therefore child support was not withheld. At the request of Maximov’s father, the judge issued a ruling on the search for Maximov through the internal affairs bodies. In March 1999, Maksimov was spotted by the police and a note was made in his passport that he was required to pay child support. Maximov believes that the police’s actions are unlawful, because when he was fired from his last job, he informed the administration of the enterprise that he was leaving for Norilsk. In addition, the current legislation does not provide for additional marks in the passport of alimony payers. With this in mind, he filed a complaint with the court against unlawful actions by the police, and also demanded that his passport be replaced and moral damages be compensated.
