1. According to the Universal Declaration of Human Rights of 1948, states are obliged to provide free higher education. P., guided by Art. 15 and 17 of the Constitution of the Russian Federation, appealed to the Constitutional Court of the Russian Federation with a complaint against the Government of the Russian Federation, which does not comply with the indicated articles of the Constitution of the Russian Federation.
