Objective 1

"The present Charter shall be established by the following additional requirements for candidates for the post of Head of the Administration of Ekaterinburg:
1) reaching the age of at least 35 years;
2) The period of residence in the municipality "Yekaterinburg" at least 10 years in total at the time of submission of the application for participation in the contest for the position of Head of the Administration of Yekaterinburg;
3) the availability of work experience in senior positions in government agencies or local authorities or organizations in the field of industrial production, finance, law, state and municipal authorities for at least five years;
4) lack of unexpunged and (or) a conviction.
Is it right to set additional requirements specified in the Charter of the city of Yekaterinburg and whether they correspond to the provisions of the law?

Task 2

February 28, 2014 in the regional newspaper was published announcement of the reception of documents for participation in the competition for filling a vacant civil service.
March 21, 2014 citizen wishing to take part in the competition, has brought the relevant documents to the state body.
