The plaintiff appealed to the arbitration court with a request to refer the case to the arbitration court of another constituent entity of the Russian Federation, because it was examined twice in court at the location of the defendant and the decisions were canceled by the cassation instance. The chairman of the arbitral tribunal referred the matter to another arbitral tribunal for consideration on the merits. After the court made the decision, the other participants appealed against it, indicating that the rule of jurisdiction was violated.
