Plane electromagnetic waves with a frequency of 1 GHz is distributed in a nonmagnetic medium without loss with unknown value of permittivity. On the way to 10 cm wave acquires an additional comparison with the vacuum phase shift of 40 degrees. Determine the relative permittivity and refractive index medium.
