3. The challenge

Citizen Pugovkin, at his request, was assigned a part-time work lasting four hours with a five-day work week. When Pugovkin was granted annual paid leave, the duration of the leave was reduced in proportion to the length of the working week. Considering that his rights to annual paid leave were violated, Pugovkin turned to the federal labor inspectorate.

Article 93 of the Labor Code of the Russian Federation “Part-time” states:
“By agreement between the employee and the employer, part-time (shift) or part-time work may be established both during employment and subsequently.
