The director of the secondary school, Khokhlova, entered into a fictitious contract for a range of greening the school grounds with Ararat CJSC in the amount of 1.5 million rubles. Neither a school estimate nor a notice of budgetary allocations provided for the expenditure of this amount. Due to the carelessness of the employee of the Federal Treasury Department Somov, confirmation of the budget obligation was carried out, and the funds actually came to the account of Ararat CJSC. In reality, no work was performed, the funds were cashed and shared by Khokhlova and the unidentified investigators.
