A former pupil of a boarding school for orphans and children left without parental care, Bubentsov, 19 years old, after taking him to work at Municipal Unitary Enterprise “Zelenstroy”, turned to the director of the enterprise with a request to provide him with secondary vocational education. He was denied due to the fact that the organization did not have any funds planned for vocational training of employees and was asked to contact the local employment service body.
After three months, Bubentsov was dismissed from the enterprise to reduce the number of employees of the organization. After his dismissal, he again appealed to the management of the enterprise with a request to provide him with vocational training with subsequent employment in this or another organization.
