zmailov, the leading economist of the Izhmash FSUE, along with other employees of the enterprise, was established, taking into account the opinion of the elected trade union body, a part-time regime for six months due to a change in organizational and technological working conditions. In order to compensate for the reduction in his earnings, Izmailov applied to the state institution of the employment service for the appointment of unemployment benefits. However, he referred to the provisions of the International Labor Organization (ILO) Convention No. 168 “On the Promotion of Employment and Protection against Unemployment” (1988), covering cases of loss of earnings due to partial unemployment, defined as a temporary reduction in normal or statutory working hours .
