Karasev was appointed to the position of civil service by a leading specialist in the employment department of the Department of Labor and Employment of the region with a probation period of 3 months. Later, by order of the Head of the Department, he was permanently transferred to the position of the civil service of the leading specialist in the labor protection department again with a probation period of 3 months.
On the basis of the order of the Head of the Department, Karasev was dismissed from the replacement position of the state civil service as a leading specialist in the department of labor protection and dismissed as having failed the test on the basis of paragraphs. 2 p. 7 of Art. 27 of the Federal Law “On the State Civil Service of the Russian Federation”.
Karasev filed a lawsuit with the court for the restoration of civil service in the position of leading specialist of the department of labor protection of the Department of Labor and Employment.
