Kurkov was accepted to the post of economist of the finance department. Two months later he was given for review an order to transfer to the post of economist of the department of labor and wages, without first agreeing with him the terms of such a transfer. Kurkov refused the transfer, citing the fact that the nature and scope of the work offered to him was completely different than in the financial department, where he had already mastered the assigned work area. The director, to whom Kurkov addressed his claims, said that the job title and working conditions in this case do not change, moreover, the salary in the new place is higher, therefore, we are not talking about any transfer here, but there is a transfer that Administration may produce without the consent of the employee.
