If the age you indicated when registering your Clash Royale account is under 16 (and this age has not yet changed to 16 or older. For example: if you registered in 2023 and indicated you were 15, which means you can now send gifts) or you have made purchases with refunds, then it is impossible to send a pass to such accounts!
