Foreign citizens S., N., V. and K., who permanently reside in the Russian Federation, who were granted temporary asylum in the Russian Federation in accordance with the established procedure, applied to the Saratov city administration with notification of the picket of a territorial migration authority in order to attract attention to the problems of persons wishing to obtain refugee status. They were denied the action on the grounds that they are not citizens of the Russian Federation.
