Each promo code has a condition: the balance must first be replenished for a certain amount, more precisely for the one for which the promo code is activated.
Example: a promo code for 1000 rubles, in order to activate it, the balance must be at least 1000 rubles (after activation it is summed up). A promo code for 5000 rubles, to activate it, the balance must be at least 5000 rubles (after activation it is summed up), etc.
