Romanova lived with her daughter in a room in a communal apartment, where she occupied a room of 15 sq. M. Romanova was registered with the local administration as in need of residential premises under a social tenancy agreement. Another room in a communal apartment occupied by Aksenov’s social contract. After the death of Aksenova, the vacant room was given in order of priority to Krasnov, who had previously lived in his own house, but with a view to registering as needing a dwelling, under a social contract, he sold the house and moved to live with his relative. Romanova, who disagreed with the decision of the local administration to provide the vacant room to Krasnov, appealed to the court with a request to declare the said decision null and void and to provide her with the vacant room under a social contract.
