1) Log in to your old personal account or create a new one on microsoft.com.
2) If the account is old and the country is not the USA, then you need to change the country to the USA on the page https://account.microsoft.com/profile/.
3) We wait several hours for the country to change in the profile or we log out of the account on two sites https://redeem.microsoft.com/ and https://account.microsoft.com/profile/ in anticipation that the profile country will change.
