The state-owned unitary enterprise Progress decided to create a subsidiary company Vostok LLC, which was registered on May 4, 2007 by the Federal Tax Service Inspectorate. On July 30, 2008, the indicated registration authority quashed its decision, citing the fact that, in accordance with regional law, the decision to establish Vostok LLC was to be taken by the regional government.
Analyze the conclusion. Can state unitary enterprises create subsidiaries? If so, in what legal form?
