Member Porokhin war appealed to the prosecutor´s office in the Omsk region Omsk region government decree establishing a new procedure for the provision of social support for payment of utility services in the form of a transfer of money equivalent citizen discounts. According to him, the regional authorities had no right to determine the order of benefits guaranteed by the Federal legislation. This very new procedure significantly impair its rights, as does not allow the full benefit timely. A similar complaint was filed by the Hero of the Soviet Union Svintsov. What decision should be taken on complaints?
