Preamble
Conscious of their responsibility before God and men, inspired by a desire to serve the cause of world peace as an equal ally in a united Europe, the German people accepted because of its constitutional power this Basic Law. Germans in Baden-Wuerttemberg, Bavaria, Berlin, Brandenburg, Bremen, Hamburg, Hesse, Mecklenburg-Western Pomerania, Hizhny Saxony, North Rhine-Westphalia, Rhineland-Palatinate, Saarland, Saxony, Saxony-Anhalt, Schleswig-Holstein and Thuringia have achieved unity and freedom of Germany on the basis of self-determination. Thus, the action of this Basic Law applies to the entire German people.
