The prosecutor of the Sverdlovsk Region appealed to the Sverdlovsk Regional Court declaring it illegal (not applicable) the decision of the head of the municipal entity "City of Yekaterinburg" dated January 23, 2002 No. 74 dated February 1, 2002, which changed the size of the fare in the city Passenger transport (bus, tram, trolleybus, subway). In a statement, the prosecutor indicated that the provisions of the said legal act that were disputed were adopted in excess of the powers of local self-government bodies, violate the general principles of the organization of local self-government, the rights of citizens and do not comply with the Charter of the Sverdlovsk region.
The Sverdlovsk Regional Court returned the application, indicating in the determination that the case was beyond his jurisdiction, and invited the prosecutor to apply to the Statutory Court of the Sverdlovsk Region.
