国际出入境也因此受到限制，特别是通往感染者数众多的东京都的主要道路已被封锁。
换言之，这是首都封锁。
在没有有效治疗药物的情况下，感染蔓延从一般市民开始、扩散至医疗人员、警察和自卫队员，最终甚至蔓延到国家中枢。
当时的内阁总理大臣、内阁官房长官和卫生劳动大臣等主要官员相继感染，最终因此成为了无法归来的人。
此时日本国内死亡人数已超过20万人。
在高度戒备的情况下，一个临时政府崛起，同时一名发现了对新型传染病的治疗方法，拯救了许多重症患者生命的前感染症专家，被选为新的内阁总理大臣。
新总理提出了一系列应对新型传染病和经济的措施，每一项措施都取得了成效。
感染者人数逐渐减少。
