When checking fulfillment of obligations

When checking the fulfillment of obligations under a collective agreement at an industrial company, it was found that the department of the chief mechanic does not fulfill a number of obligations for labor protection. In this regard, the trade union committee of the company turned to the labor inspectorate of the subject of the Russian Federation with a proposal to remove the chief mechanic from his post.
Who and in what order exercises control over the fulfillment of the terms of the collective agreement? Is the trade union committee entitled to decide on the responsibility of the employer´s representatives for violation of the terms of the collective agreement? What responsibility do the employer officials bear and in what order for violations of the law on collective bargaining agreements?
