The key can only be activated on accounts registered in Turkey. You will not be able to activate the key if you try to change the region of your account via VPN, the account must initially be registered in Turkey.

As of January 2022, Google has implied rules that if you don´t live in Turkey thus your account is not being used from Turkey you won´t be able to redeem any Turkish Google gift cards.
