A group of terrorists calling themselves the "Engineers" is preparing an ultimatum known as the BLACK LIST - a list of attacks against US targets that will be carried out if their demands are not met. Special Agent Sam Fisher is now in charge of the newly formed Fourth Echelon, a secret unit answerable only to the President of the United States.
